For new packages, sure.  But neither is this package new, nor is it's
history irrelevant to what you want to have in Debian.

The NEW queue is just the technical aspect of accepting new source or
binary packages into Debian.  Some package regularly show up in NEW, but
are not new as there is a long history attached.

My question was not about the changelog, but about overtaking other
names without mentioning it anywhere.

Was my last mail this unclear?  I would have even been okay if you just
add one entry describing what and why you do that.
