Beginning in late-2011, at the time of (new!) Debian 'fonts-*' naming
policy, bugs/requested were received from users/developers to request
the rename and migration to take place. The hope expressed in the
replies was to do the rename, and combine it with an upstream/Debian
package inclusion:
"[pkg] package should be renamed according to new Debian Fonts Policy"
https://bugs.launchpad.net/ubuntu-font-family/+bug/851457
This is why the (new) bitmap console fonts got the corrent name
already.
Now would be the perfect time for the rest of the rename! One
suspects that if 'fonts-ubuntu-*' had already been accepted into
Debian, the bugs requesting a rename would probably have been filed
via Debbugs, and linked to Launchpad rather than the other way around.
We /are/ acting on a user request here. Just slowly!

It would be great if there would be zero delta between the Debian and
Ubuntu packages. This makes long-term maintenance easier and simpler.
Saves {users, developers}' time. Makes debugging and coordination
easier. (All the usual arguments for trying to get patches upstream).
To reach zero delta means having the transitional packages Lines:
included in the Debian-hosted .deb aswell as the Ubuntu-hosted .deb.
Hopefully, for the sake of our users, and thinking of developer time,
this is something we can collectively make happen!
