I submitted an RFP for a fonts-noto-emoji here:

It would be perfect if the NotoColorEmoji font could be integrated into
the fonts-noto metapackage.

You are filing this bugreport before the emoji fonts have been packaged.

If the purpose of this bugreport is to get the emoji fonts packaged as
an integral part of the fonts-noto package then no: The emoji fonts are
treated as a (related but) separate project upstream, so should be
packaged separately.

If the purpose of this bugreport is to have the emoji font package
recommended by the fonts-noto metapackage then I agree but that is
obviously only possible to do when the emoji fonts exist as a Debian
package.

I will therefore close this bugreport, and ask you kindly to reopen when
the emoji font package exist.

Thanks for your interest in fonts-noto, and intent on packaging the
emoji fonts!
