Noto Emoji is an independent upstream project, not part of Noto project.

I believe this is also mentioned in upstream readme included with the 
binary packages built as part of the Noto project.

Closing this as a non-bug: Please instead file a bug against the 
psudo-package "wnpp" about packaging noto-emoji separately.
