This will prevent bad surprises for users with higher expectations. 2) I believe that uploading the package to contrib is kind of over- cautious, although I see no problem with it per se. We already have many free fonts in Debian main that are only available in binary formats (mostly TTF or OTF) and the license does not impose any restrictions on the format for redistribution. 3) Isn't installing both WOFF and WOFF2 formats somehow redundant (I really have no clue here)?
