I agree with Jonas and have to admit that I don't really understand the original question. In Debian, we document the license of the source code *per file* in debian/copyright. Furthermore, it is pretty clearly documented in this file's policy what to do if more than one license applies to a given source file: https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/ The license of "fontforge", i.e. the end-product, is a result of the licenses of the individual source files and the way they are linked together. This "effective" license for the whole product is, and here I am repeating what Jonas already stated, not necessarily documented in the debian/copyright file itself. - Fabian
