Seems to me that it predates (at least the the time of success for) Unicode, and is maintained for legacy reasons: Above site mentions that "Unicode and CNS codes can be fully cross-referenced". (As a somewhat relevant sidenote, <https://en.wikipedia.org/wiki/Big5> mentions that one of the many attempts at Unicode-ifying Big5 went stale due to bancruptcy of the driving organisation) According to <https://en.wikipedia.org/wiki/CNS_11643>, CNS11643 is the official chinese encoding (with "big5" being only de facto standard).
