Yes. Inconsolata is licensed under the SIL Open Font License, which is a
Copyleft license, so it applies to any derivative as well.

Honestly, I am not sure if this should get its own Debian package. The
author seems to have applied a mere 8 changes to the original font,
breaking some basic principles of font design in the course (different
weights for ',' and ';', different heights for '+' and '-', etc.).
Furthermore, his apparent lack of Fontforge skills does not add to my
confidence.
In my opinion, this font is better suited for ~/.fonts than for a Debian
package.
