It's more or less on purpose: this is a minor problem and having lintian complain would lead dozens of package maintainers to suddenly "fix" their descriptions, therefore ruining many existing translations in the DDTP (even though the DDTP is ill nowadays, it's still working for many packages). I fixed these package descriptions (and also the long descriptions as the first paragraph was not a sentence). Working on an upload right now.
