The GNU GPL and public domain are very different. Also, Thatcher, in some countries the law has no provision for allowing people to put stuff in the "public domain". Accordingly, the Creative Commons project has created the CC0 license, which puts a work in the public domain where possible and elsewhere under a license that is equivalent.
