It can't hurt to ask upstream to make release archives with the
version string in the filename. That would be the ideal situation, and
you could then encode that in the 'debian/watch' file.

Rather than an override, you can simply add a 'debian/watch' file that
has (only) comments explaining the current situation.

That wouldn't be any use. An empty watch file (with comments) is
better than this.
