Such possibility exists, but the upstream source code are not very well organized for this purpose. Maybe it is sense to ask the upstream for shipping the separate libfontforge package. Then should be the possibility to make two not big packages: fontforge-cli and fontforge. In the present case it is not worth to do so, I think.
