By default, mailman requires the list address (in a form it recognizes) to show up in the To or Cc header. If you want to change that, turn off require_explicit_destination under Privacy Options -> Recipient Filters. The message will still need to pass the other recipient filters, such as (for a subscriber-only list) coming from a subscriber or an address that matches the whitelist. - Josh Triplett
