This indicates that the support for this target has neither been compiled in
the kernel nor loaded as a module. It seems that there is no ipt_ROUTE.c in
the kernel tree anymore (I do not see it in 2.6.17 tree at least).

Also I have checked that there is no ipt_ROUTE.ko file in the
kernel-image-2.6.8-2-686 package.
