no, eth0 is always just the first ethernet card detected  by the kernel.

fddi0 for the first FDDI card, ppp0 for the first ppp device set up, et
cetera.

*usually* people end up with eth0 as their outward-facing interface, but
mostly that's just because it is simpler and not because it is in any way
better or a convention.
