wu-ftpd, proftpd etc, support this. I believe that passive-ftp is eanbled
by default. Worked for me out of the box. 

If you have some packet-filtering firewall then things can get more
complicated, but the settings required depend on you current settings
etc., so if you face any specific problems then please write to this list.
