I would not make the difference on "international event" but on the type of
audience and speakers. Debconf is a pure technical conference, a
developer-only event. It is quite sensible to assume that all people taking
part in DebConf speak and understand english quite fluently. This is not the
case for an event like LinuxTag, so the LinuxTag organizers try to get a
good mixture between English and German there.
