It only makes sense in the full context, because this part of the sentence describes further the "ausgetüftelten Mechanismen" (elaborate/subtle mechanisms/functionality). "Software, _die_ auf andere Komponenten zugreift" would be "Software which accesses other components", but alas, that is not a sensible translation of the original text.
