Yes.  If you build your own cross-compiler following the instructions
from

  http://wiki.debian.org/MultiarchCrossToolchains#Building_multiarch_cross-toolchains

then it should work fine with libraries from the multiarch locations,
though.

Hopefully these will be in the archive for jessie.  An obstacle during
wheezy development was that the Built-Using field in binary packages
didn't exist until near the freeze.
