[PATCH] Add new DEB_HOST_MULTIARCH, DEB_BUILD_MULTIARCH variables

Hi there,

Revised patch that avoids setting $DEB_HOST_ARCH in the environment where it
wasn't set previously; this should solve the test suite problem seen when
combining it with the dpkg multiarch patches.
