OK. this is now implmented and tested (on maverick so far) and in my
branch.
This check-in also fixes the apt 0.8 authentication issue so
authenticated repos now work, so long as the exisiting host keyring is
sufficient (i.e as it was prior to 0.8 breaking things)
Unauthenticated ones may still have issues with xapt - needs checking.
And for a complete implementation we should properly import necessary
keys from the taget repos before running apt.
Neil - can you do an upload of this to experimental so we can try it
out? Needs a corresponding multistrap too, changes for which are
already in trunk.
