The issue is dh_strip which does not understand dpkg-architecture and which does not try to find the relevant cross-compliant strip executable provided by the binutils from the toolchain. One result of the current situation is that once dpkg-cross is installed, all operations actually use the binutils-multiarch versions due to how dpkg-divert operates. (None of the existing tools understand where the diverted executables have been placed.) This has been looked at before but, as yet, it is not possible to lower the dependency of binutils-multiarch.
