I never mentioned skipping them, that was you. I believe in quite the
reverse. I want empty packages to preserve the dependency chain as is
rather than rewriting the chain to skip something. And then you said
"dpkg-cross will create an empty debconf-armel-cross package". Which is
not true by default. That is all I say. For apt-cross to work with such
empty packages the -A option musst be passed to dpkg-cross.

It can't. That is the design flaw in apt-cross.

Isn't that a legal problem when you build a repository out of cross

Which is a "bug" in apt-cross. More a major design flaw. The fix is to
get the native Arch:all package pulled in.
Apt-ma-emu have the same problem since the native and cross packages are
handled all by apt in a single go, not by seperate apt invocations.
Dependencies between cross and native packages work perflectly. The only
way for apt-cross to survive is to adapt that mechanism.
Obviously if foo-common is not installed then files will be missing and
the only sane solution is for libfoo-dev-armel-cross to depend on it to
ensure those files are there. So lets assume people have switched over
to apt-ma-emu or apt-cross has adapted the same method and we can depend

Please be specific. What files could maintainer move to foo-common that
need to be converted? What breaks by using the native foo-common one
instead of converting?

And anything it doesn't convert but only retains can happily move to
foo-common. In my opinion that is every file that could move to
foo-common with the exception of the .pc file and .so link. Both I would
argue would be wrong to move to foo-common in the first place.
What I'm looking for is a list of files to give maintainers with the
expressed request NOT to move them to foo-common because that would
break cross-compiling. Something to add as footnote to the new policy.
