Actually, that script already exists: emgrip-build in the emdebian-grip
package.

With the right DEB_VENDOR specified and the addition of a -a $ARCH
option, that will do the build and the post-build processing.

emdebian-grip will remain a dependency of emdebian-buildsupport but
emdebian-buildsupport could move the dependency on subversion to a
Recommends:.
