emsetup should have installed everything you need.
I have the files you are missing

(lenny)mfuzzey@sisncf-test-dom0:~$ dpkg -S
/usr/arm-linux-gnu/include/linux/errno.h
linux-libc-dev-arm-cross: /usr/arm-linux-gnu/include/linux/errno.h

I didn't install that package by hand,   emsetup --arch arm   did it for me :)
