Splitting the emdebian-tools sources



The emdebian-tools source package currently generates 12 binary packages
with three distinct roles:

1. keyring packages - content very rarely changes and the udeb needs
special permission to migrate into testing each time.
	Binaries: emdebian-archive-keyring
		  emdebian-archive-keyring-udeb

2. emdebian-tools - the original package concentrating on building
packages and cross-building support. This source package will continue
to provide libemdebian-tools-perl and emdebian-buildsupport. Whatever
dpkg-cross support does not get absorbed by multiarch or dpkg will end
up here. 
	Binaries: emdebian-tools
		  emdebian-buildsupport
		  libemdebian-tools-perl
		  emdebian-grip
		  emdebian-grip-server
		  emdebian-qa
		  emdebian-tdeb
		  libdebian-packages-compare-perl

3. emdebian-rootfs - sufficiently distinct from tools that unpicking
them is relatively straightforward. This source package concentrates on
putting packages into a root filesystem and handling support for
making that rootfs bootable. -tools and -rootfs generate the majority of
new releases.
	Binaries: emdebian-rootfs 
		  multistrap
		  possible new support package

Therefore, for the 2.0.0 release, these components will be separated
out in Emdebian SVN. The build system will remain the same.
