Probably

emdebian-tools instals an apt source for unstable in
/etc/apt/sources.list.d/emdebian.sources.list
by default. Set that back to testing to get the testing toolchains
installed. This is what made everything work properly for me a few
weeks back.

Note - this is for installing pre-built toolchains using 
aptitude install gcc-4.1-powerpc-linux-gnu

as opposed to making emsetup do the right thing.
