i have the same problem on a Samsung 2440 and didn't find any reason. 
'Until' works sometimes, step/next never.
I tried it with arm-linux-gcc and arm-linux-cpp compiler, all the same.
I use gedbserver on the target and gdb or ddd on the host.
I thought, that gdbserver is the problem, but if you use gdb standalone, 
gdb must be the problem.
