I believe the main purpose of language support in the kernel is to allow
filenames to be displayed in the user's native language. User space
programs use the locale settings to determine what language to print
their messages in.

Again, this is determined by your locale setting.

Fonts is a different issue. Fonts are loaded by X, in order, according
to your X configuration file (xorg.conf).

I think it is best if you use a UTF-8 encoding for your native language.
