Bug#1014033: installing info page to a location accessible by standalone viewer

Hi,

I'm filing this wishlist bug on Rob's behalf, as discussed in
#debian-emacs.  Currently src:geiser uses debian/elpa to install the
info page to the elpa-src dir rather than to /usr/share/info/ (which
appears to be the only way for the standalone info viewer to find
pages, short of calling it with a filesystem path as an argument).

It seems like a good time to make this change may be when solving
#1013686, which links to the text "packages should just drop their
Info files in /usr/share/info/" and notes that some Policy changes are
planned ( https://wiki.debian.org/Transitions/DpkgToGnuInstallInfo ).
