[ATTN New Members] Checklist of things to work on before seeking sponsorship



Hi David Krauser, Dhavan Vaidya, and any other new members,

Thank you for your recent work on multiple packages, it's appreciated :-)

At this time let's move to the next stage: adopting your first package,
and getting it into shape for an upload.  The following brief list
consists of things that your sponsor will ask you to check and if
necessary fix.

So pick one package you plan to commit to adopting (long-term), and work
on the following.

1. Copyright file updates. (many packages are affected)
   * At a minimum, makes sure debian/copyright is up-to-date with what
     upstream declares.
2. Policy upgrade checklist and Policy compliance. (many packages are
   affected)
   * One particular item of Policy-compliance affects all early elpafied
     packages, and their may be other issues.  This is the most
     important item in this list.
3. Check for bogus VCs links (eg: undo-tree has one).
4. Nice to haves: switch to debhelper-compat and at that time also drop
   unnecessarily versioned dependencies. (many packages are affected)
   The question of whether a versioned dependency is still required is
   not always obvious so this might spawn a few discussions.

Then submit a MR and mention @sten-guest so I'll recieve a notice.
After that we'll work on

5. Lintian

which deserves its own section and discussion, namely because of false
positives and a variety of discussions tangential to lintian.
