I suppose it is technically a bug, since the (ancient) documentation
suggests using local variables.

To be honest I'm not sure supporting local variables in
/etc/apt/sources.list is a good idea. What happens when someone edit's
the file as root?

As a workaround the can always do something like M-:
(hack-local-variables) <return>; or some automation of that.
