Hello,

this is just a proof of concept after a chat during last DebConf7 with
Zack and Dancer (more info on Zack's blog at [1]).  I was blocked in
Edinburgh for one extra day and thus I coded it, to discover at the
end that this feature was already present (even if not based on
apt-listbugs).  Posting anyway to document it in case someone would
mind about it.

Some comments:

- it coexists with the completion for `debian-changelog-close-bug', in
  fact the new feature is used only when `debian-changelog-close-bug'
  is called with a prefix.  This because sometime you'd like to close
  a bug without thanking the bug submitter, but someone other
  instead [2].  Thus you can use

    C-u M-x debian-changelog-close-bug

- the list is generated by `debian-changelog-build-open-bug-lists' (an
  update of bug #430517 [3]), thus it misses the generation through
  the menu

If no one replies to it, I'll close this bug in one week.

BTW, in case anyway would like to try this patch, it should be applied
after patches at bug #430517 [3] and bug #431091 [4], respectively.
