Showed up the culprit was initz package (which I don't use since quite
a while back, anyway). Removing it:
# emacs -nw -q --debug-init
*Messages* buffer:
run-hooks: Cannot open load file: No such file or directory, initz
package initz, version 0.0.11+20030603cvs-17.2, remove:
# apt-get --purge remove initz
ERROR: initz is broken - called emacs-package-remove as a
new-style add-on, but has no compat file.
# emacs -nw -q --debug-init
Error gone.
Ended up removing several packages (besides initz), for various
reasons.
The only one I regret seeing go away is:
/usr/share/emacs25/site-lisp/emacs-goodies-el/align-string.el
