dh-elpa alioth repo rewritten

Hello pkg-emacsen,

Please make a fresh clone of dh-elpa.

I just rewrote its commit history to deal with the nasty dgit bug posted
to d-d-a.  None of our other repos were affected.

Thanks to Ian's excellent fixup script.
