expand-region-el history overwritten

Dear Lev,

It looks like you uploaded expand-region-el thinking it was a NEW
package, but in fact it already existed in the archive.

The old package already used dh-elpa, and it's just that there was no
git repo in our team's part of alioth.

It would probably be best to take the old source package, update it to
the latest upstream release, add yourself as an uploader, add the
changelog entry for your broken upload, and then do a new upload
versioned -2.
