It also requires /usr/bin/emacs to actually point to emacs22, but that
is easy to fix.

I don't think so.  Probably it is rather related to the changes in
Emacs' internal coding system which is a superset of Unicode in Emacs 23.
Remember the non-ASCII characters in the log of the failed build?
I wonder where these come from in the first place.
