Handling of GNU free documentation licence in Debian

Hi all,

currently, the gnus package in unstable is shipped without
documentation because it's been released under the GNU free
documentation licence and thus isn't compatible with Debian licencing,
as I understand it. Emacs itself, however, is packaged including its
documentation which is provided under the fdl too. So, the obvious
question is: What's the difference and what would be the proper
solution for the gnus package? Would, as a last resort, a seperate
package gnus-doc in non-free be an appropriate solution? GNU stuff in
non-free seems rather strange but would be funny anyway.

Regards,

Elias
