Debian's startup file is in `/etc/emacs/site-start.d'.  You can
edit it if you have root access.

And then, if you want to load a personal elisp (~/elisp/*.el),
put this on your ~/.emacs:

  (setq load-path (cons (expand-file-name "~/elisp") load-path))
