Sure, that's expected, shim 15.4 is not able to load fwupd without
additional patches, which have not been applied yet, so it's
not going to get better by reinstalling fwupd.

shim-unsigned has been updated to 15.6 which has the right patches in. But for some reason, shim-signed is still at 15.4.
