Bug#1010492: fwupd: notify firmware update not only when laptop is plugged in

Dear Maintainer,

I discovered an available firmware update only by «accident» after using
directly the command line:

patrice@kos-moceratops ~ [1]> LANG=C fwupdmgr get-releases
Choose a device:

1.      03281da317dccd2b18de2bd1cc70a782df40ed7e (KXG60ZNV256G NVMe KIOXIA

No releases found: Device System Firmware
[a45df35ac0e948ee180fe216a5f703f32dda163f] does not currently allow updates:
Cannot install update when not on AC power

Then I plug it in and got an available update waiting since long ago.

I mean getting the release is NOT applying for its update, isn't it?
And for sure using GNOME software (or GNOME firmware) for instance did not
notify or
alert about this neither (not even to plug in the laptop).
