At least a formal quality control is possible:

Before committing a new (or an updated) PO file for language xy to the 
git master branch, running 'LINGUA=xy make html pdf' should show no 
issues; for details see e.g.

That said, recent 'make' requires a fixed Makefile.common, see MR:
