For a centralized management of Firefox-ESR 68.2.x user profiles, the 
related profiles.ini file needs to be adjusted and a new file 
installs.ini needs to be shipped. Otherwise new users would miss PKI 
setup, facing a bad experience with insecure connections inside the 
internal network.

These changes would solve the problem for Debian Edu installations; 
tested for both Buster and Bullseye:
