IMO the 'one IP only' issue and ifplugd are rather unrelated. If you 
already have the mentioned laptops/netbooks configured to correctly 
switch wired <-> wireless connection you don't need ifplugd in addition.
 
Setting the same IP/hostname for both connection types using GOsa² 
should be simple:

(1) Add the workstation with the wanted hostname as outlined in our 
    manual.

(2) Add a second workstation with a different name like outlined
    in our manual but with these two differences:
    (a) Use the IP configured in step 1.
    (b) Don't enable DNS for this system (DNS is already configured for 
        this IP in step 1). 

This said, you might be able to reconfigure your workstations using 
GOsa²: Use same IP and untick DNS for the second system. 

Please test.
