Bug#856789: education-desktop-other: modifies conffiles (policy 10.7.3): /etc/plymouth/plymouthd.conf

As education-desktop-other is a metapackage simply pulling in other
packages, the cause must be in some other package.  I do not really have
any good idea which package it could be.

Could the trigger be installing plymouth with debian-edu-softwaves?

This is not surprising, as these metapackages pull in the same set of
packages as desktop-other.

Also expected, as the metapackages recommends most packages.  Only key
packages are depends.
