Bug#870794: document how to setup gateway for Debian Edu network

Discussing with Holger some initial deployment issues of a Debian Edu  
site installation, we found that the setup of a proper Debian Edu  
gateway is not sufficiently documented.

Proposal:

  - use firewall appliance / distribution, recommended pfSense
  - two NICs, uplink configures via DHCP, downlink statically
    configured as 10.0.0.1/8
  - firewall must not run a DHCP server at normal operation
  - currently, for netinst based TJENER installation, a DHCP
    service must be temporarily provided on 10.0.0.1
  - after TJENER installation, that DHCP service must be disabled
    and TJENER takes over serving DHCP to 10.0.0.0/8
