Cups setup requires decision



Hi.

In Debian Edu wheezy for each host cups is configured to show shared 
printers on the network, to share locally added printers on the network, 
to allow remote management of cups admin interface, and to allow each 
user to cancel not only his own print jobs but those of others, too.

I guess this is like it is to ease printer usage, but as far as I know 
this configuration isn't documented. (The default cups configuration is 
to not show, to not share and to not allow (2 times).

In jessie cups is different due to systemd. An additional configuration 
file is required to get back to wheezy behaviour. ATM, www:631 doesn't 
work.

* Option 1 is to keep wheezy behaviour and to provide this additional 
  file.

* Option 2 is to don't touch the cups defaults at all, to adjust 
  index.html.en (replace www with localhost) in d-e-config/www and to 
  document printer management in the manual. A local admin can decide
  how things should be.

My option is: 2. (Security and #311188 in mind.)
