There is, but it's a manual process that only occurs for a subset of
packages (partly because it requires us writing and sending an
announcement mail, and partly because it removes the point if too large
a proportion of packages end up in -updates); for a package which most
users of "pure" squeeze are unlikely to have installed to begin with,
it's helpful to be explicit about your expectations.

In any case, rather than continuing this fascinating conversation in the
RC bug log :-), please open a pu bug report with the proposed changes.
