The DVD image would just be a larger CD-Netinstall ISO image as it will lack packages. The idea of the USB image is that all related packages are on the ISO image. So that offline installation can be possible.
The question is why USB-image installation is not always possible to go with (apart from broken ISO image as we had lately).
