If your network design forces all HTTP(S) traffic to go through your squid proxy on tjener, you can allow/block access based on heaps of things (IP range, MAC adresses, target URLs, ...). You could also add something like squidguard or dansguardian for better filtering. However, this needs constant watch+work, as people tend to find new ways / websites every day to circumvent such filters.
